Commenting on the launch of the consultation on the post of Chief Returning Officer (CRO) as recommended by the Gould Report, Scottish Liberal Democrat Chief Whip Mike Rumbles MSP said: "The chaos that we witnessed during the 2007 elections was avoidable and unforgivable. A Chief Returning Officer will help ensure that future elections are conducted in a much more orderly fashion.
"It is also clear that the CRO should control elections to Holyrood as well as local elections and that those elections should use the Single Transferable Vote (STV) system. Scotland should have full control over its elections and voters should have full confidence in the voting system. That's what STV offers."
