Liberal Democrat Justice spokesperson Robert Brown MSP praised the Scottish Crime and Drug Enforcement Agency for seizing drugs worth more than £20 million and arresting 49 "serious and dangerous" criminals last year.
Mr Brown went on to call for a twin track approach of support and early intervention to help win the war on drugs.
Commenting, Mr Brown said:
"Enforcement is an important part of tackling Scotland's drug culture and the SCDEA deserve praise for their work last year.
"It is, however, equally important to cut demand as well as supply.
"Liberal Democrats believe that intervention and support will be key to winning the war on drugs. That is why we have proposed a twin track approach of support and rehabilitation for those addicted to drugs and early intervention to identify the children most at risk of dabbling in drugs and developing drug addictions."
